How to Calculate Property Value as per Circle Rate in Dehradun (2026)
Trying to understand the government valuation of a plot in Dehradun? Learn how to convert gaj, square feet and square metres, apply the applicable circle rate, and understand what the result does—and does not—tell you.
What is a circle rate?
A circle rate is a government-notified rate used within the property registration valuation framework. The applicable figure depends on the location and the property/category details covered by the official rate information.
The Uttarakhand Department of Stamps and Registration currently lists a Dehradun Circle Rate dated 5 October 2025 in searchable format on its official Dehradun district document page. As of this September 2026 update, this page does not claim that a separate 2026 Dehradun circle-rate revision has been published unless the department publishes one.

Circle rate is not the same as market price
Imagine a seller asks ₹25 lakh for a plot, while the applicable government-rate calculation produces an indicative value of ₹9 lakh.
That does not mean the plot has a ₹9 lakh market value. The two figures have different purposes:
- Market / negotiated price: the amount the buyer and seller agree for the property.
- Circle-rate valuation: a government-rate-based valuation figure used within the registration framework.
How to calculate property value using circle rate
When the applicable rate is expressed per square metre, the basic arithmetic is:
The arithmetic is simple. The careful part is identifying the correct plot area, exact location, applicable category, unit and official rate.
Step 1: Find the actual plot area
Use the reliable area stated in the property documents whenever possible. If you only have dimensions, calculate the area first.
Area = 24 × 43.1 = 1,034.4 sq ft
1,034.4 ÷ 10.7639 ≈ 96.11 sq m
Step 2: Make sure the circle rate is in the right unit
This is a common source of mistakes. If the applicable official rate is ₹10,500 per square metre, that does not mean ₹10,500 per gaj.
The rate must be used in the unit stated in the official rate information. If it is per square metre, convert the area into square metres first.
Step 3: Multiply the area by the applicable rate
Area: 96.11 sq m
Illustrative rate: ₹10,500 / sq m
96.11 × ₹10,500 ≈ ₹10.09 lakh
The ₹10,500 figure above is only an example to demonstrate the arithmetic. It is not presented as the rate for a particular Dehradun locality.
Gaj, square feet and square metres: the conversion you need
| Unit | Approximate conversion |
|---|---|
| 1 gaj / square yard | 9 sq ft |
| 1 gaj / square yard | ≈ 0.8361 sq m |
| 1 sq m | ≈ 10.7639 sq ft |
These are unit conversions for arithmetic. They do not determine the government rate applicable to a property.
Why you should not use one “Dehradun circle rate” for every plot
The official department publishes detailed, location-specific information rather than one universal number for every property. Its Dehradun district page currently lists separate circle-rate documents for Dehradun, Rishikesh, Chakrata and Vikasnagar.

Before doing the arithmetic, identify the exact locality/road/category applicable to the property you are evaluating.
What circle rate does not tell you
A circle-rate calculation does not by itself establish clean ownership, legal access, construction eligibility, approval status, or a fair market price.
Circle-rate check ≠ title check
Circle-rate check ≠ approval check
Circle-rate check ≠ market valuation
Circle-rate check ≠ investment recommendation
Circle-rate valuation vs the price you are actually paying
Suppose a 100-gaj plot is advertised for ₹25 lakh and the applicable government-rate calculation gives a much lower figure.
The correct takeaway is not automatically that the property is overpriced or underpriced. To assess the market price, you need separate evidence about comparable properties and the characteristics of the particular plot.
For budgeting purposes, keep these three numbers separate:
- Asking / negotiated price — what the seller wants and what you agree to pay.
- Circle-rate valuation — the result of applying the relevant government rate.
- Total acquisition cost — the broader amount you need to budget for the transaction.
Want to know what the plot may actually cost you?
Use the free Dehradun Plot Guide calculator to estimate the broader acquisition cost, including the buyer-side costs you are accounting for.

Don't stop at circle rate: check the land record too
The District Dehradun administration says land-record details are available through the Bhulekh system for viewing. It also states that an authorised signed copy of the Record of Rights (RoR) is obtained from the concerned Tehsil Land Records Computer Center.

So a circle-rate calculation should never be treated as a substitute for title and document verification.
5 common mistakes when calculating circle-rate value
- Using the wrong unit: ₹10,500 per sq m is not ₹10,500 per gaj.
- Using the wrong area: confirm whether your plot size is in sq ft, gaj or sq m.
- Using a generic city-wide rate: use the applicable official location/category information.
- Treating circle rate as market value: the two figures serve different purposes.
- Using old fee figures: check the current official notifications and e-Valuation service before finalising a transaction budget.
What about stamp duty and registration fee?
Do not try to infer the final payable government charges from the simple area × circle-rate calculation alone. The department provides an official e-Valuation service for calculating stamp duty and registration fee.
Its current stamp-duty and registration-fee notifications include a 16 November 2025 notification replacing “twenty-five thousand rupees only” with “fifty thousand rupees only” in the registration-fee table. This is one reason an older third-party calculator may show an outdated ceiling.
